CEO (Civil Enforcement Officer) Supervisor

In addition to representing the interests of West London in terms of economic development, transport and spatial planning policy, the WLA facilitates a number of major improvement and efficiency programmes.

Serco are recruiting a Civil Enforcement Officer Supervisor (CEO) to supervise the deployment of Civil Enforcement Officers (CEOs), ensuring full compliance with all relevant WLA KPIs and appropriate levels of parking enforcement across the borough. The CEO Supervisor will assist the WLA CEO Service Manager to ensure the service provided is of a consistently high standard. The CEO Supervisor is responsible for gathering and checking CEOs' daily performance data, help monitor and supervise the on-street and off-street enforcement operation ensuring compliance with the CEO handbook and operational codes of practice. In addition to this the CEO Supervisor will ensure quality in service delivery by implementing an inspection and quality monitoring regime, identifying deficiencies and taking remedial action. This position is field based and office based, percentage of time spent 70/30.

Principal Duties:

To supervise the deployment of civil enforcement officers (CEO's) across the WLA Councils' respective Boroughs.Supervise individual CEOs to achieve the service objectives with a high standard of performance, through leadership, selection, motivation, discipline training, appraisal and counselling.Supervise the real-time tracking of CEOs and their locations via an electronic mapping system to ensure maximum operational efficiency through better informed deployment and increased management control.To undertake regular performance reviews and appraisals of individual CEOs.To carry out routine inspections of individual CEOs to ensure compliance with codes of conduct, appearance and parking policies.To develop, promote and sustain effective internal and external working relationships, communications and practices that enable positive and collaborative and innovative approaches with customers, community groups, partner organisations, and other agencies.To undertake risk assessments so as to protect the health, safety and welfare of staff and those affected by the service.To ensure that equal opportunity considerations are actively identified, promoted and addressed in all aspects of the work undertaken by the service group.To be aware of and keep abreast of new legislation in relation to parking and ensure that changes are implemented and staff appropriately informed and trained, ensuring that development and promotion of good quality services are of a high professional standard.To undertake additional duties as required, commensurate with the level of the job.

Skills, Experience and Qualifications:


Minimum grade C GCSE (or equivalent) in Maths and EnglishCity & Guilds Level 2 for Civil Enforcement Officers (Parking)Full & clean UK driving licenceILM Level 1 (or equivalent) is desirable

Keyboard skillsComputer literacy including word processing & excel.Excellent written and oral communicationTeam PlayerAbility to plan and manage own workload Familiar with full range of Microsoft Office applications is desirable


Business awarenessExperienced at being trusted with confidential information.Experience of managing a team is desirable
