Systems Accountant

We're an ambitious Council that is focused on leading our communities and delivering high quality, accessible services.We are looking for an individual with proven accounting and IT skills to act as the Council's lead technical expert in relation to our financial systems, to enable the provision of top quality financial management and accountancy services in a forward thinking Council.Reporting to the Finance Manager, this post will take lead responsibility for the maintenance and development of the Council's financial management systems to ensure proper financial control of the Authority's affairs, and efficient and streamlined working practices.The key responsibilities for the post include:Undertaking the role of System Administrator for the Council's financial management software systems, ensuring that deadlines are met and high quality work is maintained.Taking a lead role in identifying and implementing developments and upgrades to financial systems, in accordance with sound project management principles.Devising and maintaining solutions for interfaces between systems, specifying changes required to accommodate other Council systems and ensuring that the impact of changes on other systems is taken into account.Managing systems security arrangements, ensuring that safeguards exist for their integrity, back-up data, passwords and the assignment of access levels.Providing proactive and effective training, guidance and ongoing support to system users to ensure the provision of financial management and accountancy services in accordance with best practice.Developing and maintaining procedures to ensure effective budget compilation, financial monitoring and the production of the statement of accounts and associated financial returns.You will have experience of working in a systems role within a financial environment, with an in-depth knowledge of financial systems, databases and programming tools, and will have gained relevant qualifications.You will be a customer-focused team player with a positive and flexible approach, and excellent communication skills. You will be able to demonstrate an ability to work on your own initiative and cope with demanding workloads and time scales.
