Property Operations Manager - Up to £70,000

Serco manage 2 COMPASS (Commercial and Operational Managers Procuring Asylum and Support) Contracts covering the North West of England and Scotland & Northern Ireland. We are responsible for the provision of support services for persons claiming asylum, granted refugee status. These services include the provision of predominantly accommodation, transportation and associated services to assist service users settle in their new location.
Reporting directly to the Contract Operations Director and being a key member of the Senior Management Team, you will be responsible for the delivery of the appropriate volume and type of properties for the contract, to the required quality standards, at the lowest full-life cost, to meet Service User requirements.
This is a critical role for the COMPASS contract, providing clear overall ownership of the process to provide Initial, Dispersed and Temporary Dispersed capacity for the COMPASS NW Contract. The core accountability of the role is to ensure the Property Portfolio demands of the Contract are fulfilled.
Strategic thinking regarding the property acquisition and maintenance process along with `business as usual` delivery processes is key to the contract`s future success, as is working with the other Senior Management Team members to deliver outstanding and effective service
Key components of this role include;Demand and capacity planning of the property portfolio to meet the fluctuating requirements.Property procurement and pipeline management.Property administration.Property maintenance management, health and safety compliance, finance and purchase to pay, building surveys as required.
As the successful candidate you will be a suitably qualified and experienced property professional (RICS, CIOB, BIFM, Master`s Degree in Estates Management or Business Management)
Extensive operational management experience of building large property portfolios in the market and a background in developing relationships with Housing Associations, Private Investment markets for residential portfolios, and Building strategic relations with the Private Residential Property lettings markets are key requirements in this role.
You will have successful track record of change management and a detailed understanding of Facilities Management, Building Surveying, Property Estates Management, Finance & Procurement, Property Health and Safety.
Having a continuous improvement philosophy you will have the ability to lead, engage and develop both direct and non-direct reports to develop strong, competent teams that are driving forward both team and self-performance.
You will have strong financial management skills, with experience of managing budgets of at least £5m and you will operate to the highest ethical and professional standards.
