Serco are currently recruiting for a Category Manager to work in partnership with Peterborough City Council, known as PSSP. The Category Manager will utilise agreed strategic sourcing and supplier relationship management techniques (aka Category Management) to determine the commercial strategy for the Categories in your portfolio; establish sponsorship for, and implement, procurement projects outlined in that strategy; and manage supplier relationships formed as a result of such implementations to ensure that PCC`s need for bought-in goods and services within that portfolio are not only professionally met but also contribute towards achieving savings targets.
Duties include: - To use bespoke, best practice category management techniques to ensure that procurement projects identified in the Annual Plan are delivered to agreed timescales and have the best possible opportunity of achieving or exceeding savings targets and other relevant benefits, all as detailed in the Annual Plan. - By establishing Council sponsorship and by developing appropriate relationships with X-functional project teams evaluate and analyse responses to both PQQs and ITTs; make appropriate recommendations to the Head of Procurement and others as necessary; and award period contracts/ framework agreements to recommended suppliers consistent with PCC Contract Procedure Rules. - To conduct supply market enquiries, including by the conducting of tender exercises and undertaking of supplier visits and assessments, consistent with agreed milestones in a manner which is in line with PSSP requirements including the need to comply with EU Public Procurement Directives, Contract Procedure Rules and Peterborough CC`s Procurement Strategy. - To ensure that performance of suppliers for all new supply agreements are routinely measured using both savings and KPI criteria thereby creating continuous improvement. - To periodically review progress of supply agreements implemented and use bespoke, best practice Category Management techniques to manage supplier performance and eliminate both risk and waste.
To achieve in this role you must possess extensive previous procurement experience ideally with exposure in category management. Knowledge of public sector procurement would be advantageous but not essential (specifically local authority/knowledge of OJEU processes).
