Recruitment Manager - Contingent Labour (Agency PSL Management)

Permanent  for Serco in Kings Norton, Birmingham

Serco Recruitment & Resourcing are looking to appoint a Recruitment Manager with significant in-house recruitment experience that has involved managing and developing a recruitment agency and consultancy supply chain (contractors / interims / temps). Demonstrable success in developing contingent labour strategies and implementing complex temporary/contractor acquisition models is required, as is experience in use of 3rd parties, such as managed services.

As part of the Serco HRSS Recruitment team in Bournville, this role will have responsibility for managing the process, standardisation and strategy of our temp/contractor labour acquisition within Serco UK from an operational perspective; requiring a strong working relationship and interaction with Procurement.

It is expected that to perform this role you will need in depth knowledge of temp and contractor sourcing channels. You will most likely be metrics driven and analytical with proven vendor management and project management experience within a resourcing context, including managing large scale non-payroll worker acquisition programmes.

You will also have most of the following attributes:

Understanding of ATS/VMS system capabilities and ability to identify opportunities for improvement with a track record of driving change, best practice and efficiencies in recruitment/resourcing functions.Experience of leading an in-house contractor acquisition service, or similar and ideally some exposure to Lean or other continuous improvement methodologiesStrong business acumen and ability to drive ROI backed by experience of managing budgets and delivering on cost reduction/efficiency programmesExperience of working with workforce plans to develop contingent labour acquisition plansTransformational change management, process re-engineering and systems implementation experience

The main facets of this role will be:

To account manage the MSP and other contingent providers covering a significant recruitment spend. Managing KPIs and SLAs while creating efficiencies and benefits for the business in terms of quality, cost and compliance.

Identify and resolve any barriers to effective service delivery; this may include reviewing and reworking processes, influencing and obtaining `buy-in and sign-off` to any changes from key stakeholders in the business.

Identify and understand any trends regarding non-compliance with processes, working to resolve and remove the issues and circumstances where non-compliance is prevalent.

Pro-actively promote the service available, providing clarity to business managers on how to access this service and ensuring that there is a clear understanding of the engaging manager`s responsibility to follow process from Procurement through to Payment (P2P).

Ensure that members of the contingent workforce are managed in accordance with our governing principles i.e. that processes do not prevent individuals being paid appropriately and in a timely manner.

Ensure that any contingent individuals are compliant with any mandated company obligations, e.g. professional indemnity insurance, limited liability, right to work etc.
